摘要:
目的分析河南省慢性病防控人员现状,为河南省慢性病防控规划提供依据。方法采用调查问卷,分 别收集2011 年和2014 年河南省疾病预防控制系统慢性病防控人员数量、学历和职称等信息,利用SPSS20.0 进 行描述性分析。结果与2011 年相比,2014 年河南省慢性病疾病预防控制系统有以下变化:人员数量由590 人 增加至633 人;预防医学或公共卫生专业的比例由28.47%增至30.17%;本科及以上的比例由30.17%增至 32.07%; 专职慢性病及进修比例均有所增高, 增幅分别为5.42%和9.76%; 无职称的比例由21.53%增至 28.75%,其中县区级疾控中心的无职称比例增加较多,增幅为7.88%。结论河南省疾控系统慢性病防控人员 的专业和学历结构更加合理, 但仍需进一步优化河南省疾控系统慢性病防控人力资源结构、提高慢性病防控队 伍的专业素质及做好人力资源规划,优化机构运行机制,加强疾病预防控制的能力建设。
Abstract:
Objective To analyze the human resources status of chronic disease prevention and controls at centers for diseases prevention and control in Henan province, and to put forward the related countermeasure suggestions. Methods The informations of person number, education level, and technical post level of centers for diseases prevention and control in Henan province in 2011 and 2014 were collected by questionnaire. SPSS20.0 was used for descriptive analysis. Results Compared with 2011, the team of chronic disease prevention and controls in Henan province disease and control system in 2014 had the following changes: the staff number added from 590 to 633; the proportion of prevention medicine or public health professional increased from 28.47% to 30.17% ; the percentage of bachelor′ s and above increased from 30.17% to 32.07%; the proportion of full-time work at chronic disease and trained by further study significantly increased, and growth rate were 5.42% and 9.76%, respectively. The percentage of no title personnel increased from 21.53% to 28.75%, and this situation was more obvious in the county system, and the growth rate was 7.88% . Conclusions The structure of chronic disease prevention and control in Henan province was more reasonable in specialty and education. However, it still needs to be further optimized. The specialized quality of team for chronic disease prevention and control should be enhanced. We shouldmake appropriate human resource plans and optimize the operating mechanism to strengthen the capacitybuilding of disease prevention and control.
